ON THE SUPPLY OF LIQUEFIED PETROLEUM GASES TO THE DOMESTIC MARKET IN 2007, DECREE OF THE GOVERNMENT OF THE RUSSIAN Federation No. 778 (STCC) OF December 20, 2006 In order to ensure guaranteed supplies of liquefied petroleum gases to the domestic market to meet the household needs of the population, the Government of the Russian Federation decides:
1. Establish that the Federal Energy Agency develops and approves monthly, until the 1st day of the month preceding the start of deliveries, schedules for the supply of liquefied petroleum gases for household needs of the population in 2007 based on the volume of their production and consumption. These schedules are developed on the basis of annual and quarterly balances of production and consumption of liquefied petroleum gases approved by the Ministry of Industry and Energy of the Russian Federation, agreed with the Ministry of Economic Development and Trade of the Russian Federation, and taking into account the proposals of oil and gas processing organizations.
2. To establish that the registration of supplies of liquefied petroleum gases (HS codes of Russia 2711 12 110 0 – 2711 19 000 0, 2901 10 100 0 and 2901 10 900 0) for export is carried out by customs authorities, subject to the submission by oil and oil and gas processing organizations of resource certificates confirming the presence of organizations engaged in the supply of liquefied petroleum gases for export, the specified products in volumes sufficient for export, taking into account the implementation of schedules approved in accordance with paragraph 1 of this Resolution. The form of the resource reference is established by the Ministry of Industry and Energy of the Russian Federation.
